While Congress is responsible for setting the Federal budget through the annual appropriations process, allocating almost $1.8 trillion in discretionary spending on defense and many domestic programs, in recent decades Congress has too often failed to fulfill its duties in a timely and orderly manner, with late and incomplete budgets leading to omnibus bills, continuing resolutions, and regular threats of a government shutdown. This leads to uncertainty for all those who depend on a well-working government, including US businesses.
Urgent reform is needed to rebuild a predictable budget process that permits Congress to debate the important issues at stake and restores confidence in our fiscal policy for the American people, businesses, and the Federal agencies tasked with operating the government. Faced with $36 trillion in total outstanding national debt and an annual budget deficit of $1.9 trillion, Congress must act to carry out its fiscal responsibilities for each year’s budget as well as adopt a focus that addresses the long-term challenges of our Nation’s unsustainable debt and budget deficits.
