Policy Alert: US AI Leadership Policy Executive Order

January 24, 2025

What it does: The Order directs Federal agencies to develop a plan in the next six months to “sustain and enhance America’s global AI dominance in order to promote human flourishing, economic competitiveness, and national security.” It also orders agencies to review all policies and actions taken in response to the rescinded Biden Administration Executive Order on AI that may hinder that objective.

Key Insights

  • Though light on specifics, the Order indicates that AI development and leadership will be a focus area for the Administration.

  • The policy objectives highlighted in the Order may signal a shift away from certain concerns about AI expressed by the Biden Administration, including potential impacts on equity, civil rights, privacy, and civil liberties.

  • President Trump has appointed David Sacks, a tech executive and investor, to lead the Administration’s work on AI and cryptocurrencies.
