Collaborative efforts have fostered many welfare-to-work success stories since the implementation of the Personal Responsibility and Work Opportunity Act issued by President Clinton in 1996. This report describes national businesses that have surpassed their expected capacity as employers of welfare-to-work hires by collaborating with local partners to resolve major challenges to sustained employment and economic development.
