The Conference Board Federal Workforce Roundtable, a group of ex-federal government chief human capital officers (CHCOs) and senior leaders, convened for the second time on October 3, 2025, to examine the principles, systems, and culture that will define the next iteration of the US civil service. Building on their first session, participants aligned on a key matter of shared urgency: federal workforce reform must protect the integrity of merit while modernizing how government attracts, deploys, and sustains talent.
