Manufacturing has moved to the center of economic policy as governments confront geopolitical risks and dependencies on Chinese supply chains and US technology. Rebuilding industrial ecosystems will require enormous investment, coordination, and sustained policy support. This paper examines the tension between governments’ ambitions for greater industrial resilience and companies’ need for commercially viable investments.
