Patrick Phelan currently serves as the CEO of The Center for Youth and Family Solutions, a provider of child welfare, behavioral health and youth services across 37 counties in central Illinois. 

Prior to joining The Center for Youth and Family Solutions, Patrick spent 10 years in the role of CEO for Sinnissippi Centers, a community-based behavioral health center serving northwest Illinois. Along with holding an MBA from Morehead State University, Patrick has an M.S. in Clinical Psychology from Illinois State University and is a Licensed Clinical Professional Counselor (LCPC).

He began his human services career serving as a residential counselor, outpatient clinician, crisis clinician and in services to the juvenile justice population.   He then moved into more leadership roles from clinical supervision to serving as Vice President of Education and Community Based Programs at Children’s Home Association of Illinois.
