Mike Harney is the Vice President for Government and Regulatory Affairs at IBM. In this role, he leads a global team of policy professionals to engage with governments and regulators on policy issues of importance to IBM. Prior to coming to IBM, he was the Senior Vice President for Public Affairs at CLEAR, a secure biometric identity company, also leading CLEAR's engagement with governments at the federal, state and local level.

Before entering the private sector, Mike served for 18 years in both the executive and legislative branches of the federal government. From 2021 to 2023 he was the Chief of Staff for the U.S. Department of Commerce, where he supported Secretary Gina Raimondo in management of the 50,000 person federal agency and helped lead the execution of landmark programs such as the $52 billion CHIPS and Science Act and the Bipartisan Infrastructure Law, which committed $48 billion to expanding access to high speed internet. During the Obama Administration he was the Assistant U.S. Trade Representative for Congressional Affairs.

Mike also spent several years on Capitol Hill, working for members in both the House of Representatives and the Senate and ultimately serving as the Chief of Staff to Senators Kay Hagan (NC) and Mark Warner (VA). Mike graduated from Davidson College with a degree in Mathematics and Economics.
