Reducing carbon emissions to meet evolving global standards will require massive innovation, not only in carbon-reducing technologies – US$10.5 trillion worth of investment within two decades according to the International Energy Agency (IEA) – but also in the rules of the road that govern technology’s creation. It also creates a dependent relationship between energy transformation, greenhouse gas emissions reduction, technological innovation and the structure of incentives that surrounds them.
