Much of the critical infrastructure on which the citizens of the United States and Canada depend—transportation, energy, and communications systems, among others—exists on both sides of the border. A failure on one side of the border would have a direct effect on the other side. This report, authored by The Conference Board of Canada, proposes a broad Canada-U.S. framework that would link regional initiatives to national programs and resources, capitalize on current projects and existing leadership groups, and strengthen the ability of both countries to protect the infrastructure on which they both rely.
