David M. Primo is Associate Professor of Political Science and Business Administration at the University of Rochester, a Senior Scholar at the Mercatus Center at George Mason University, and an academic advisor to the Center for Competitive Politics. He is an expert in American politics, campaign finance regulation, and fiscal policy. Professor Primo has published articles in a dozen scholarly journals and is the author of three books, including Rules and Restraint: Government Spending and the Design of Institutions. His most recent publication is “Full Disclosure: How Campaign Finance Disclosure Laws Fail to Inform Voters and Stifle Public Debate.” Primo has been quoted by the Wall Street Journal, New York Times, Bloomberg News, National Public Radio, and many other news outlets. He has testified before Congress on the subject of constitutional budget rules, and his campaign finance research was cited by the U.S. Supreme Court in a 2011 case addressing public funding of elections.
